Not the OP, but personal opinion is that Necro is still best since damage is what people care about that. Commander of darkness wasn't touched, so it still does its job the same. I feel like the changes hurt its defensive capabilities. No more free chaos res, or block and spell block cap. Might be able to get block cap still, not sure about spell block. Also with breach not being a Zana mod presence of Chayula will likely be pretty dang expensive. That means you are going to lose a decent chunk of ES and a ton of chaos res.

Necro Support with 10 Auras & 2 Curses
Around 1.4k life unreserved (with 75% chaos res) -> Equal to 8k life with -60% chaos res (Due to your high life regen, gained by the stone golem. You don't have to worry about chaos damage at all, except difficult encounters.
Coruscating Elixir is only used in desperate situations)
7-10k ES affordable
Very budget friendly (you can start with a budget of 10c)
Shavronne’s Wrappings is not required and not wanted
Already three Player hit level 100 on HHC -> Little proof, that it is entirely safe vs. chaos damage and 100% HC viable.

Update 3.2
The Necromancer got nerfed quite heavily regarding support power. You loose chaos resistance and 50% offering effect. That's not a world changer, but Guardian is now even better in opposite to Necromancer.
With the current state of Ascendancies, there's nearly no case in which I would go for the Necro over the Guardian.
Only go for Necromancer, if you want to offer a higher Attack/Cast speed for your party.
Otherwise, Guardian has a better endgame potential and is better in nearly every way.

NO.3 [Poe 3.2 Necromancer Build] Max Aura Victario's Influence Zealot's Oath Aurabot

This build is focused on general mapping, maintaining a balance between survivability, boss kills, and overall map clear, utilizing the Zealot's Oath keystone to support constant ES regen. It aims to run all map mods without any problems and with playing it for most of the league and reaching level 100, I have had zero issues with any particular mod, including degen based ground mods and no regen. This build is very cheap to start out with, and I'll provide both a budget league starter option and a more expensive endgame setup, with links to Path of Building profiles.

If the current 3.2 ascendency changes stay the way they are, necro support is dead. Scion does everything necro could do but better, since it now also has the commander of darkness, and you can take additional buffs from the guardian node (1% Phy's reduction per aura, 10% aura effect, more ES regen and charge share). The gear and the flask choices will remain the same.

Pros
+ Provides a lot of damage to allies through auras
+ Uses curses to aid survivability
+ Very mobile
+ Constant ES regen
+ Starting build is very budget friendly
+ Aurabots are easy to scale as we don't need to focus on damage nodes
+ Coruscating doesn't stop your ES recharge like it usually would
+ Does not require a 5 or 6l
+ Scales up to level 27 Anger, Wrath, and Hatred with full investment
Cons
- Victario's influence builds are flask reliant, and not having Flasks up can get you killed
- Specific flexibility options are not possible with Zealots Oath
- No life regen, so a life flask is needed to switch auras
- Max Aura levels are expensive and not league starter friendly
- Victario's influence is NOT an HC viable build

It seems you are right on Elemental Proliferation. It's the latest add-on for me gem-set and has tested in maps with public parties. It felt that it worked, and the party also reported seeing it working but I guess it was just a placebo effect now that I reread its wording.

In that case ill try running Arc -> Scorching Ray -> Spell Totem Support -> Faster Casting Support and take Ancestral Bond to get -50% res from Arc and EE + -24% from scorching ray as it doesn't hit, so doesn't trigger EE at all.

This build is always welcomed to the mapping party as it has zero lag, generates both power and frenzy charges for the whole party and debuffs enemies with max level Temporal chains, Hinder and Chilled ground.
